Why are bartenders so frugal with the liquor in Canada?
It does not matter if it is a hotel bar, a pub, a classy joint or a dive; all the bottles have measured pourers and all the bartenders stop with this amount. I know that alcohol is taxed to death here but just factor that into the price of my drink and give me a decent pour instead of a thin brown line that covers one/tenth of an ice cube.

Because bartenders value their jobs more than your alcoholism. 
Seriously, though, it’s policy and most bars have hidden cameras. Why would a bartender risk his employment to give you a little extra booze? Those measured pourers divide the bottle into exact measurements. If the bartender is short, or over, it means he’s been giving booze away.
